אע"ג דקיימא לן אדברים שבכתב באי אתה רשאי גלאומרם על פה כל דבר שרגיל דושגור בפי הכל הכגון ק"ש וברכת כהנים וופרשת התמיד וכיוצא בהן זמותר:

Even though we hold as an established principle that words which were given in writing (the Written Torah) you are not permitted to say them by heart (from memory), nevertheless, any matter that is common and fluent in everyone's mouth, such as the Shema, the Priestly Blessing (Birkas Kohanim), the portion of the daily Tamid offering, and the like, it is permitted to recite by heart.

(א) דברים שבכתב - סומא מותר לקרות בע"פ משום עת לעשות לד' הפרו תורתך. וה"ה אם הוא בבית האסורים ואין יכול להשיג שם חומש:

(2) 'You are not [permitted]' — the Radbaz wrote (Responsa, Part 1, Siman 135): As for reading the Torah portion by heart while the chazzan (prayer leader) reads it aloud — I personally am careful not to do so, but I do not protest against others who do, because there are many decisors who hold that the prohibition applies specifically when one thereby fulfills the obligation on behalf of others (reciting for them to discharge their duty), and so too wrote the Ateres Zekenim and the Vilna Gaon in his commentary (the Biur HaGra).

(6) 'And the portion of the daily offering' — the Magen Avraham wrote: One who examines the Beis Yosef will see that there are various opinions as to the reason for permitting the recitation of these passages by heart; therefore one should be careful not to say anything by heart except for what is mentioned here in the Shulchan Aruch. But in the Responsa Chavos Yair he permits reciting the entire book of Tehillim (Psalms) by heart, since, because it is meant to arouse Hashem's mercy, it has the status of prayer (which one may certainly say by heart). And it appears to me (the Mishnah Berurah) that one may rely upon him, for in any case the view of the Ateres Zekenim and the Vilna Gaon accords with those decisors who hold that it is forbidden only when one recites in order to discharge the obligation on behalf of the public.

(ז) מותר - ובמוציא אחרים באמירתו את הכתובים מצדד המ"א להחמיר שלא לומר בע"פ בכל גווני וכן משמע מדברי הגר"א בביאורו:
