If a person has only one of the two tefillin, he puts on the one that he has and recites the blessing over it. For each of the two is a mitzvah in its own right, independent of the other. And the same law applies if he has both of them, but some circumstance beyond his control prevents him from putting on more than one: he puts on whichever one he is able to.
If he puts on only the head-tefillin by itself, he recites over it only the single blessing “al mitzvas tefillin.” The Rema adds: According to our practice, in which we recite two blessings every day, he recites both blessings over the head-tefillin when he wears it alone. And if he put on only the hand-tefillin, he recites only the blessing “lehani’ach tefillin.” [Tur]
(1) “Some circumstance beyond his control” — for example, he has a wound on his head or on his arm, or he must set out on a journey and the caravan will not wait for him to put on both; in such a case he puts on whichever one he is able to. As to which of the two takes precedence to be put on, some say it is better to put on the head-tefillin alone, since its sanctity is weightier; and some say he should for now put on the hand-tefillin, so as not to depart from the order set out in the Torah (hand before head). In what case is this said? When he will be able to put on the second tefillin afterward, on the road. But if he will not be able to put on the second tefillin afterward, he should put on both the hand-tefillin and the head-tefillin before he leaves his house. For merely to avoid delaying his journey, the Sages did not permit him to forgo the mitzvah of tefillin.
(2) “And according to our practice, etc.” — as we explained in Siman 25, in the Mishnah Berurah, se’if katan 31; see there.
(3) “He recites the blessing ‘lehani’ach’” — see the Pri Megadim, who cites additional authorities who hold that even over the hand-tefillin alone one recites two blessings. But as a matter of practical halacha, the later authorities agreed that over the hand-tefillin one recites only “lehani’ach” by itself. For in any case, many of the early authorities hold that even over both tefillin together one recites only a single blessing. If he put on both tefillin without having recited a blessing — for the law is that he should still recite the blessing as long as they are upon him — then, if he recited the blessing of the head-tefillin first and only afterward that of the hand-tefillin, he does not go back and repeat the blessing. But at the outset, even if he put on the hand-tefillin without having recited a blessing, he should recite its blessing over it before putting on the head-tefillin.
