One who prays must have proper intention (kavanah) in all the blessings of the Amidah. And if he cannot maintain concentration in all of them, he should at least concentrate during the first blessing, Avos (the Patriarchs). One should not pray in his heart alone (silently, without moving his lips), but rather he must articulate the words distinctly with his lips, and let his own ears hear the words, in a whisper. One may pray in any language that he wishes. But this applies in a congregation; however, an individual praying alone should pray only in the Holy Tongue (Hebrew). And some say that this restriction applies only when he is requesting his personal needs, such as when he prays on behalf of a sick person, or over some distress that he has in his home; but a prayer that is fixed and established for the congregation, even an individual may recite it in any language. (א) המתפלל וכו' - וירגיל אדם עצמו לכוין עכ"פ בחתימת של כל ברכה:

(1) 'One who prays, etc.' — a person should train himself to have proper intention at least during the concluding words (the chasimah) of each blessing.

(ב) שיכוין - היינו פירוש המילות ע"כ מה נכון מאוד להמונים שילמדו פירוש המילות של כל התפלה ועכ"פ של ברכת אבות ומודים בודאי יש חיוב עליו לידע ביאורו:

(2) 'That he concentrate' — this means understanding the plain meaning of the words. Therefore it is very proper for the common people to learn the meaning of the words of the entire prayer, and at the very least the meaning of the blessing of Avos and of Modim; regarding these there is certainly an obligation upon him to know their explanation.

(ג) באבות - כי הוא סידור שבחו של מקום ע"כ אינו בדין שיהא אז פונה לבבו לדברים אחרים ויש פוסקים דגם מודים חשוב כאבות לכתחלה. ואם הוא משער שאפילו באבות לא יכוין לא יתפלל כלל עד שתתיישב דעתו שיהיה יוכל עכ"פ לכוין באבות:

(3) 'During Avos' — because this blessing is the ordering of the praise of the Omnipresent; therefore it is not fitting that he should turn his heart at that time to other matters. And there are decisors who hold that Modim, too, is considered like Avos as a preferred practice (lechatchilah). And if he estimates that he will not be able to concentrate even during Avos, he should not pray at all until his mind settles, so that he will be able at least to concentrate during Avos.

(ד) והאידנא וכו' - כתב הח"א נ"ל כיון דמצד הדין צריך לחזור ולהתפלל עכ"פ אם נזכר קודם שאמר בא"י בסוף ברכה יחזור לומר מאלקי אברהם וכו':

(4) 'But nowadays, etc.' — the Chayei Adam wrote: it appears to me that, since by strict law he would need to go back and pray again, then at least, if he remembers before he has said 'Baruch Atah Hashem' at the end of the blessing, he should go back and say from 'the God of Abraham, etc.'

(ה) ומשמיע - ויש שכתבו דצריך לחוש לדברי הזוהר שאף לכתחילה לא ישמיע לאזניו אבל המ"א כתב שאין ראיה מהזוהר וכ"כ בביאור הגר"א דאף דעת הזוהר הוא כהשו"ע וכ"כ שארי אחרונים שטוב יותר לכתחילה שישמיע לאזניו. ובדיעבד לכו"ע אם אמר בלחש כ"כ שאפילו לאזניו לא השמיע יצא כיון שמ"מ הוציא בשפתיו:

(5) 'And he lets his ears hear' — some have written that one must be concerned for the words of the Zohar, that even at the outset one should not let his own ears hear the words; but the Magen Avraham wrote that there is no proof from the Zohar, and so too the commentary of the Vilna Gaon wrote that even the view of the Zohar accords with the Shulchan Aruch, and so wrote the other later authorities, that it is better at the outset that he let his ears hear. And after the fact, according to all, if he prayed in so quiet a whisper that he did not even let his own ears hear, he has fulfilled his obligation, since in any case he articulated the words with his lips.

(ו) ולא ישמיע - דכתיב בתפילת חנה רק שפתיה נעות וקולה לא ישמע וכל המשמיע קולו בתפלתו ה"ז מקטני אמנה כאלו אין מאמין שהקב"ה שומע תפלת לחש וכל המגביה קולו בתפילתו ה"ז מנביאי השקר שהיה דרכן לצעוק בקול לע"ז שלהן ועיין בברכי יוסף ובח"א דלכתחילה צריך להתפלל בלחש כ"כ שאף חבירו העומד בסמוך לו לא יהיה יוכל לשמוע ומ"מ אם א"א לו לכוין בענין זה יש לו לעשות בענין שיכול לכוין אך שיזהר שלא יטריד לאחרים וכדלקמיה:

(6) 'And he should not let his voice be heard' — for it is written concerning the prayer of Chanah, 'only her lips moved but her voice was not heard.' And whoever lets his voice be heard during his prayer, this one is among those of little faith, as though he does not believe that the Holy One, Blessed be He, hears a whispered prayer. And whoever raises his voice during his prayer, this one is like the false prophets, whose way it was to cry out in a loud voice to their idolatry. And see the Birkei Yosef and the Chayei Adam, that at the outset one must pray in so quiet a whisper that even his fellow standing next to him should not be able to hear. Nevertheless, if it is impossible for him to concentrate in this manner, he should do it in a manner in which he is able to concentrate, provided that he takes care not to disturb others, as will be explained below.

(ז) קולו - ואפילו בפסוקי דזמרה טוב שלא להרים קול כי הקב"ה שומע בלחש לא כאותם המגביהים קולם יותר מדאי ומיהו בשבת שנוהגים שאחד אומר פסוקי דזמרה בקול רם שפיר דמי [פמ"ג]:

(7) 'His voice' — even during Pesukei DeZimra it is good not to raise one's voice, for the Holy One, Blessed be He, hears even a whisper, not like those who raise their voices excessively. However, on Shabbos, when the custom is that one person recites Pesukei DeZimra aloud, it is perfectly fine [Pri Megadim].

(ח) בלחש - הט"ז כתב דאף אם יכול לכוין בלחש אבל לא כ"כ כמו בקול מיקרי אינו יכול לכוין ויכול להתפלל ביחיד בקול ועיין בבה"ל שכתבנו דאין להקל בזה:

(8) 'In a whisper' — the Taz wrote that even if he can concentrate while whispering, but not as well as he could aloud, this is called 'unable to concentrate,' and he may pray aloud when alone. But see the Biur Halacha, where we wrote that one should not be lenient in this.

(ט) להגביה קולו - ואיירי דאפילו אם ישמיע קולו במקצת ג"כ לא יוכל לכוין דאל"ה אסור:

(9) 'To raise his voice' — this speaks of a case where even letting his voice be heard only slightly would still not let him concentrate; for otherwise (if a slight sound would suffice) it is forbidden to raise it fully.

(10) 'In a congregation it is forbidden' — even to let his voice be heard slightly, and all the more so to raise his voice fully.

(11) 'Even in a congregation' — the leniency here is in order to arouse concentration, and we are not concerned about disturbing the congregation, since they have siddurim and machzorim in their hands. And see the Magen Avraham, who concludes that it is better to pray in a whisper if one is able to concentrate, and so wrote many of the later authorities.

(יב) יותר מדאי - דה"ז מנביאי הבעל שנאמר בהם ויקראו בקול גדול א"נ דעי"ז בודאי יבלבל אחד מהן את חבירו ומ"מ נראה דהחזנים שמגביהים קולם כדי לעורר הכונה ולהשמיע שפיר הדברים שפיר עבדי דעיקר תפלת ש"ץ נתקנה דוקא בקול רם. אכן אותם שעושין כן כדי להראות קולם ודאי עושים שלא כהוגן:

(12) 'Too much' — for such a one is like the prophets of the Baal, concerning whom it is said, 'and they called out in a loud voice.' Alternatively, the reason is that through this one of them will surely confuse the other. Nevertheless, it appears that the chazzanim who raise their voices in order to arouse concentration and to make the words heard clearly act properly, for the essential prayer of the chazzan (shaliach tzibbur) was instituted specifically to be aloud. However, those who do so in order to show off their voices are certainly acting improperly.

(13) 'In any language' — the choicest way to fulfill the mitzvah is specifically in the Holy Tongue. And see siman 62, se'if 2, and the Mishnah Berurah there, what we wrote in the name of the later authorities on this matter. And also see the responsa of the Chasam Sofer, Orach Chaim, simanim 84 and 86, where he elaborates with many proofs that when they permitted praying in any language, this was specifically on an occasional basis; but to fix it as a permanent institution, to appoint a chazzan for it, and to cause the Holy Tongue to be entirely forgotten, this is impossible in any way; see there. And furthermore, for a great many sound reasons, all the great sages of the generation elaborated at length in the sefer Divrei HaBris, and they agreed that it is an absolute prohibition to do so, to exclude the new sects that have broken out beyond the country's borders in this, who translated the entire text of the prayers into the language of the nations. And one transgression drags another in its wake, for they omitted the blessing of the ingathering of the exiles and the blessing 'And to Jerusalem Your city.' And just as they wish to cause the remembrance of Jerusalem to be forgotten, so they wish to cause the Holy Tongue to be forgotten from Israel, lest they be redeemed in the merit that they did not change their language. May the Holy One, Blessed be He, guard us from such heretical views. And see the Biur Halacha.

(14) 'That he wishes' — this is provided that he understands that language fully and clearly; but in the Holy Tongue he fulfills his obligation even if he does not understand the language.

(15) 'Only in the Holy Tongue' — because the ministering angels do not attend to the Aramaic language, and likewise the other languages besides the Holy Tongue; but a congregation needs no intercessor, for the Holy One, Blessed be He, Himself accepts their prayer.

(טז) על חולה - ר"ל שלא בפניו אבל בפניו של חולה מותר בכל לשון דהקב"ה מצוי שם [שבת י"ב ע"ב]:

(16) 'For a sick person' — that is to say, when not in his presence; but in the presence of the sick person it is permitted in any language, for the Holy One, Blessed be He, is present there [Shabbos 12b].

(יז) הקבועה - דכיון שהתפילה קבועה לצבור הקב"ה בעצמו פונה אליה אפילו שלא בזמן שהצבור מתפללין:

(17) 'The fixed prayer' — since the prayer is fixed and established for the congregation, the Holy One, Blessed be He, Himself turns to it, even at a time when the congregation is not praying.

(יח) דאף יחיד - דס"ל דהמלאכים מכירין בכל לשון רק שאין נזקקין לארמית שמגונה בעיניהם. ומשו"ה מותרות הנשים להתפללות בשאר לשונות:

(18) 'That even an individual' — for this view holds that the angels recognize every language, only that they do not attend to Aramaic, which is repugnant in their eyes. And for this reason women are permitted to pray in the other languages.

(יט) ארמי - ובצבור מותר אף לשון ארמי. ובזה אתי שפיר מה דאומרים יקום פורקן ובריך שמיה בצבור וכדומה [פמ"ג]. ולפ"ז אם מתפלל בביתו אין יכול לאמר שום יקום פורקן. וכן מוכח באור זרוע הגדול בהלכות שבת סי' נ':

(19) 'Aramaic' — but in a congregation even the Aramaic language is permitted. And with this it is well understood why we recite 'Yekum Purkan' and 'Berich Shmei' in the congregation, and the like [Pri Megadim]. And according to this, if one prays in his home, he may not recite any 'Yekum Purkan.' And so it is proven in the Or Zarua HaGadol, in the Laws of Shabbos, siman 50.
