The Shulchan Aruch: The prayer leader says "Barchu et Hashem hamevorach" (Bless Hashem, the blessed One). And the congregation answers after him, "Baruch Hashem hamevorach le'olam va'ed" (Blessed is Hashem, the blessed One, for all eternity). The prayer leader then repeats and says, "Baruch Hashem hamevorach le'olam va'ed." The custom is that the prayer leader draws out (prolongs the melody of) "Barchu." And meanwhile the congregation says "Yitbarach ve'yishtabach, etc." This is done while he is still drawing out "Barchu" (Tur).
The Shulchan Aruch: In a place where they have the custom to call out to their fellows (to summon them for various matters) in the interval between Kaddish-and-Barchu and the blessing of Yotzer Or, or to discuss communal needs at that point — they are mistaken to do so. (And see above, at the end of siman 54.)
(1) "The prayer leader says" — he says it in a loud voice, so that all the people will hear, and will answer, "Baruch Hashem hamevorach le'olam va'ed."
(2) "And they answer after him" — if one person did not hear the prayer leader when he said "Barchu," but only heard the congregation say "Baruch Hashem hamevorach le'olam va'ed," he too answers "Baruch Hashem hamevorach le'olam va'ed" together with them. But if he heard it from the prayer leader alone, then when the leader answers "Baruch Hashem hamevorach le'olam va'ed," he should not answer along with him, rather he answers Amen to his words. [the Eliyah Rabbah and דה"ח, unlike the Magen Avraham].
(3) "And the prayer leader repeats" — so that he too will include himself among those who bless. And if there are not ten men present apart from him, then if he did not answer together with them he has not fulfilled his obligation. So writes the Magen Avraham in the name of the Agudah. [It is difficult for me: even if there are ten besides him, he too has not fulfilled his own obligation, since he did not answer with them; and as for the others, it would seem that they fulfill their obligation in any case, for it is no worse than if one of them was in the middle of praying or was asleep, since it is no worse than one who is praying or asleep, as we hold above in siman 55, se'if 6, that such a person still combines to the quorum].
(4) "And he says 'Baruch Hashem hamevorach'" — The ש"א writes [in connection with the laws of בה"ת, and likewise here]: some prayer leaders, when the congregation says "Baruch Hashem hamevorach, etc.," answer Amen after them and then repeat and say "Baruch Hashem, etc."; but this is a mistake on their part, for since they immediately say "Baruch Hashem, etc.," there is no need to say Amen [and so wrote the Pri Megadim in siman 198, and the ח"א]. But the congregation should say Amen after the prayer leader, even though they themselves said "Baruch Hashem hamevorach, etc.," at the outset. The ח"א, however, wrote that they need not say Amen, and so too wrote the Pri Megadim in siman 57 and 198: since they already said "Baruch Hashem hamevorach le'olam va'ed," why should they a second time say Amen and affirm it, seeing that they have already said so? Nevertheless, in the end he ruled that it is left to the congregation's discretion: if they wish, they may answer Amen to it. In any case, one who is standing at a point where it is forbidden to interrupt should not answer this Amen.
(5) "While he draws it out" — this applies specifically during the melody, but at the moment he is actually pronouncing the words one should not say anything. And if the chazzan does not draw out "Barchu," it is better that one remain silent and attend to what the prayer leader is saying, so that he may answer "Baruch Hashem hamevorach le'olam va'ed" [the Acharonim]. As for those who have the custom to say "Et Hashem Elokecha tira" (You shall fear Hashem your God) when the prayer leader reaches the word "et" — the רש"ל wrote that it is not received by tradition and is not from a foundation of wisdom.
(6) "They are mistaken" — for it is as if he has already begun the blessing of Yotzer Or.
