אקנה טלית ועשה בו ציצית מברך שהחיינו בדלא גרע מכלים חדשים: הגה ואם לא בירך בשעת עשייה מברך בגשעת עטוף ראשון [מיימוני ונימוקי יוסף]:
If a person bought a garment and attached tzitzis to it, he recites the blessing of Shehecheyanu (thanking God for having reached this occasion), since this is no less significant than acquiring new vessels or clothing, over which one recites Shehecheyanu. The Rema adds: And if he did not recite the blessing at the time of making the tzitzis, he recites it at the time of his first wrapping himself in the garment. (א) קנה טלית וכו' - אין להקשות דהא על כלים חדשים צריך לברך בשעת קנין ולמה כתב ועשה בו ציצית די"ל דוקא כשקונה בגד שהוא ראוי ללבוש כמות שהוא אז מברך מיד אבל אם קנה בגד לעשות ממנו מלבושים אז לא יברך אפילו לאחר שנגמר רק בשעת לבישה דוקא דבעינן שעה מיוחדת או קנין או לבישה והכא הלא אינו ראוי ללבשו תיכף דהלא צריך להטיל בו ציצית ע"כ אינו יכול לברך עליו בשעת קנין וכדי לצאת ג"כ דעת הסוברים דצריך לברך שהחיינו על עשיית המצוה בפעם ראשונה ע"כ יברך בשעת עשיית הציצית ולא ימתין עד הלבישה:
On the words 'If a person bought a garment, etc.': One should not raise the following difficulty: over new vessels one is required to recite the blessing at the moment of acquisition; why, then, did the Shulchan Aruch write 'and he attached tzitzis to it,' implying the blessing comes only after the tzitzis are made rather than at purchase? The answer is that only when one buys a garment that is fit to be worn just as it is does he bless immediately at purchase; but if he bought fabric in order to make garments from it, then he does not bless even after it is finished, but specifically only at the time of wearing it. For we require a defined moment for the blessing, either the acquisition or the wearing. And here, in our case, the garment is not fit to be worn right away, since one must still attach tzitzis to it; therefore he cannot recite the blessing over it at the time of acquisition. And in order to also satisfy the opinion of those who hold that one must recite Shehecheyanu over performing the mitzvah for the first time, therefore he should recite the blessing at the time of making the tzitzis, and not wait until he actually wears the garment.
(ב) דלא גרע וכו' - אבל אין מברך שהחיינו על המצוה כיון דאינו בא מזמן לזמן לפ"ז אם עשה ציצית בבגד שהיה לו מכבר אף שלא היה בו ציצית מעולם אין צריך לברך שהחיינו וה"ה אם עשה תפילין לעצמו אינו מברך שהחיינו ועיין בבה"ל:
On the words 'since this is no less significant, etc.': The blessing is said on the garment as a new acquisition, but one does not recite Shehecheyanu on account of the mitzvah itself, since this is not a mitzvah that comes only from time to time (like a seasonal mitzvah). Accordingly, if he attached tzitzis to a garment he had already owned for some time, even though it never had tzitzis on it before, he need not recite Shehecheyanu (since there is no new acquisition here). And the same applies if he made tefillin for himself: he does not recite Shehecheyanu. And see the Biur Halacha (for further discussion).
(ג) בשעת עיטוף - בתחלה ברכת להתעטף ואח"כ שהחיינו [פמ"ג ודה"ח]:
