Tzitzis threads that tore off [the garment] — one is permitted to throw them into the trash, because this is a mitzvah object that has no intrinsic holiness in its body. But as long as they are still attached to the tallis, it is forbidden to make use of them — for example, to tie something up with them, or anything similar — because of bizuy mitzvah, treating a mitzvah object disgracefully. Some say that even after they have torn off, one should not treat them in a disgraceful manner, to throw them into a filthy place; it is only that they do not require genizah (formal burial). And some are scrupulous to bury them anyway, and one who is stringent and meticulous in the mitzvos — a blessing will come upon him. And see further in Siman 664, se'if 8 and 9.
Mitzvah tallisos [garments used for the mitzvah of tzitzis] that have worn out — a person keeps himself apart from them [treating them with a measure of respect], and it is not permitted to wipe oneself with them, nor to designate them for a degrading use; rather, one simply discards them, and they come to an end [wear away] on their own.
It is permitted to enter a bathroom while wearing tzitzis. The Rema adds: And all the more so it is permitted (d'shari) to sleep while wearing them. But some have written that the custom is not to sleep in a tallis that has tzitzis on it, and also not to give it to a non-Jewish launderer to wash it, all so that mitzvos not be treated disgracefully by him. Nevertheless, the practice is to be lenient and to sleep in them.
One should be careful, when a person wears a tallis, that he not drag its tzitzis [along the ground].
'Tzitzis threads, etc.' — the same law applies to all mitzvah accessories, such as a sukkah, a lulav, a shofar, and all similar cases, after they have become nullified and no longer stand ready for their mitzvah use.
'That tore off' — or that one untied them from the tallis; and the same applies even before he made them into [attached them to] the garment, for mere designation (hazmanah) is not a legally significant act.
'Into the trash' — but it is forbidden to put them to a degrading use, for the tzitzis are no less [protected] than the tallis itself, [regarding which the ruling appears] below in se'if 2.
'Attached to the tallis' — even if he is not wearing the tallis at present, and even at night, since it stands ready to be worn and to fulfill the mitzvah of tzitzis with it. So too a shofar, even after Rosh Hashanah, and likewise an old lulav, if they still stand ready for the mitzvah next year — it is forbidden to make use of them, because of degradation of a mitzvah. And see the Bei'ur Halachah.
'To make use of them' — and with tzitzis, a stipulation does not help — [one] saying 'I do not set myself apart from them,' the way [such a stipulation helps] in [siman] 638, se'if 2. This is because it would be a degradation of a mitzvah; for tzitzis are, of necessity, made for the sake of the mitzvah, since one recites a blessing over them, 'to wrap oneself.'
'One should not treat them' — and similarly with the s'chach of the sukkah, the lulav, and the shofar, after they have become nullified from their mitzvah, one should not throw them into the trash, or [do] anything similar — anything that is not respectful to the [now-]past mitzvah. And the Pri Megadim writes that it is proper not to make degrading use even of the walls of the sukkah.
'To throw them' — meaning, it is forbidden to throw them into the trash actively, by hand; but if, because he did not bury them, they came to be discarded on their own, one need not be concerned about this.
'To bury them' — the Maharil writes that one may place the tzitzis inside a sefer as a bookmark, or use them for some [other] mitzvah, for since one mitzvah has already been performed with them, let another be performed with them as well.
'That have worn out' — see the Pri Megadim, who writes that a mitzvah tallis whose tzitzis have torn off — one should not make trousers out of it, for that falls under the category of a degrading use; and even from a tallis katan [small four-cornered garment] it is forbidden.
'And it is not permitted, etc.' — this is the correct reading of the text [emending the printed wording]. [So writes the ארה"ח, and so it is implied from the Gra (the Vilna Gaon).]
'To wipe, etc.' — meaning, even to wipe the mud off one's foot [it is forbidden]. [This is proven from the Ran in the thirteenth chapter of tractate Shabbos.]
'A degrading [use]' — but for a use that is not degrading, it is permitted. And while the tzitzis are still on it, [as to] whether one may use the tallis for a non-degrading purpose — the view of the ע"ת is that it is permitted, for it is specifically regarding the tzitzis [threads] that the Mechaber forbids [use] in se'if 1; but according to the Taz it is forbidden, and the Pri Megadim concurs. And he writes that with a prayer-tallis designated for that [purpose], the tallis itself is as stringent as the tzitzis. But with a tallis katan, it is obvious that it is permitted for any non-degrading use, even while the tzitzis are still on it, since it is [also] an ordinary garment, and one is permitted to sleep in it at night, as [stated] just below.
'One discards them' — meaning, into the trash; and even the 'some say' opinion mentioned above, which forbids [disgraceful disposal] with the tzitzis themselves, it appears that it concedes in this case [that a worn-out tallis may simply be discarded].
'Into a bathroom' — this applies specifically to the small four-cornered garment [tallis katan] that he wears all day; but as for those mitzvah tallisos that are designated only for praying in them, it is not proper to enter a bathroom while wearing them. However, to urinate while wearing them is permitted. Also, those who go to relieve themselves on Yom Kippur while dressed in a kittel must remove the kittel, since this garment is designated only for prayer.
'Not to sleep' — and in the writings of the Arizal it is written, based on the Kabbalah, that one should sleep at night in a tallis katan.
'To a non-Jewish launderer to wash' — [one should not give] the tallis together with the tzitzis attached; rather, one unties the tzitzis and afterward has them laundered.
'To sleep in them' — and likewise [the lenient practice extends] to giving [the tallis] to a non-Jewish launderer; however, there are those who are stringent in this and [hold] that one should do as stated above [untying the tzitzis first].
'That he not drag' — some explain the reason as being because of degradation of a mitzvah, and furthermore because it is likely that they will become invalid [from the wear]; and therefore he should lift them up and tuck them into his belt.
