One should wait a while before rising to pray so that he direct his heart to the Omnipresent (the Makom), and one hour after the prayer [he should likewise remain], so that it not appear to him like a burden that he hurries to be rid of.

(1) 'One hour' — תר"י proved from the Gemara that although everywhere we say 'an hour' it means a short while, here it means a full hour, one of the twelve hours of the day. This, however, is for the pious, while for the rest of the people it suffices to wait a short while before he begins, which is the time it takes to walk eight tefachim (handbreadths), as was written in siman 90, end of se'if 20; see there. The Seder HaYom wrote that if one can linger until fewer than ten remain in the synagogue, it is good for him; see there his reason, also because sitting in the synagogue is a mitzvah in its own right.

(2) 'That he direct [his heart]' — the Arizal, of blessed memory, would pray from the siddur, in order to concentrate greatly, and also so as not to slur over a single vowel-point; and all is according to what a person feels within himself.

One should not stand to pray except in awe and submission, and not out of frivolity, light-headedness, and idle matters, and not out of anger, but rather out of joy — such as [preceding it with] words of consolation from the Torah, for example, [praying] right after [recalling] the redemption from Egypt, or right after 'Tehillah LeDavid' (Ashrei), in which it is written, 'He fulfills the will of those who fear Him... Hashem guards all who love Him.'

(3) 'In awe and submission' — as it says, 'Serve Hashem with fear.' That is, prayer, which serves us in place of the [Temple] service — perform it with fear.

(4) 'Not out of, etc.' — that is to say, the choicest way to fulfill the mitzvah is to stand only out of awe and submission; but since not everyone is able to take care to bring submission and awe into his heart, in any event he should not pray out of frivolity, but out of the joy of a mitzvah (the Bach and the Eliyah Rabbah).

One does not stand to pray straight out of [rendering] a legal judgment, nor out of [an unresolved point of] halachah, lest his heart be preoccupied with it; but rather out of a settled, decided halachah. The Rema adds: and this too is like [praying] out of joy, for 'the precepts of Hashem are upright, gladdening the heart' (Tur).

(5) 'Settled [halachah]' — one that has no [involved] analysis and no dispute, so that he not become preoccupied thereby during the prayer. Nevertheless, if he was engaged in intricate halachic analysis and the congregation began to pray, he should pray with them — and especially nowadays, when people do not concentrate so much in prayer; for they cautioned only, as an initial preference, that one not engage in analysis before the prayer.

One who is occupied with communal needs (tzorchei tzibbur) is regarded like one occupied with Torah. This means: with respect to rising directly from it to pray, for this too is a joy for him, that he is engaged in the needs of the community; and some explain that it means he need not interrupt [his communal work] in order to pray.

(6) 'With respect to rising [to pray]' — provided that it resemble a settled halachah, having in it nothing that would preoccupy him; nevertheless, one should not forgo the congregation's prayer because of this, and all the more so, if he fears the time [for prayer] will pass, he is permitted to pray.

(7) 'With respect to, etc.' — and so the later authorities (Acharonim) ruled.

(8) 'To pray' — and even if the time for prayer will pass [he need not interrupt the communal work], provided there is no one there to attend to it but him; and see above, siman 70. And he need not pray Minchah twice as a make-up (tashlumin) for the missed Shacharis, for since at the time of his obligation he was exempt from it by law, he need not make it up at all.
