If one comes to the synagogue and finds the congregation at the end of Pesukei DeZimra (the Verses of Praise), he says Baruch She'amar up to 'mehullal batishbachos,' and afterward Tehillah LeDavid (Ashrei) up to 'me'atah ve'ad olam Halleluyah,' and afterward the psalm Hallelu es Hashem min hashamayim up to 'livnei Yisrael am kerovo Halleluyah,' and afterward Hallelu Kel bekodsho up to 'kol haneshamah tehallel Kah.' The Rema adds: If he has more time, he says Hodu laHashem kir'u up to 'vehu rachum,' and he skips until the 'vehu rachum' that precedes Ashrei, since the passages in between are only assorted verses (and not part of the essential order). [Hagahos Maimoni, chapter 7 of the Laws of Prayer] and afterward Yishtabach, and then the Yotzeir blessing, the Shema and its blessings, and he prays together with the congregation. And if there is not so much time, he skips also the psalm Hallelu es Hashem min hashamayim. The Rema adds: If there is still not enough time, he says only Baruch She'amar, Tehillah LeDavid (Ashrei), and Yishtabach. [The Rosh and the Ri, in the chapter Ein Omdin] And if the congregation has already begun the Yotzeir blessing, and there is no time to say Pesukei DeZimra even by skipping, he reads the Shema and its blessings together with the congregation and prays with them, and afterward he reads all of Pesukei DeZimra, without the blessing before them (Baruch She'amar) or the one after them (Yishtabach). The Rema adds: Even so, he says all the blessings that he is obligated to recite in the morning, [Kol Bo and Beis Yosef in the name of Mahari"a] as was explained in Simanim 46 and 47.

(1) 'If one comes' — Ideally, however, it is proper for a person to come to the synagogue early, so that he will not need to skip anything. For the sefarim write that the Maggid warned the Beis Yosef to come to the synagogue early, so that he could pray in proper order and not by skipping; for one who does so 'overturns the channels' (of the heavenly flow). And many men of pious deeds have the practice of praying in order for this reason, even when they came late to the synagogue. But in the responsa of the Chacham Tzvi, Siman 36, he wrote that what is stated in the Zohar — that one should pray in order — refers to a case where he is not praying with the congregation; but if he came late to the synagogue and arrived while the congregation is praying, all agree that he should skip in order to pray with the congregation. And so ruled the Pri Chadash in Siman 50. And even one who is not regularly accustomed to pray with the congregation, since he does not rise so early, nevertheless, if it happens on some occasion that he comes to the synagogue and finds the congregation at the end of Pesukei DeZimra, he should do as the Shulchan Aruch writes, for at least on this occasion he has the merit to pray with the congregation. And see the Sha'arei Teshuvah, that this applies specifically if he can at least say Baruch She'amar, Ashrei, and Yishtabach. And see what we wrote further on in the name of the Mishkenos Yaakov.

(ב) בסוף פסד"ז - ר"ל אחר שיניח התפילין על ראשו יהיו עומדים הצבור בסוף פסוקי דזמרה ועיין בח"א שכתב דאם נתאחר לבוא יראה עכ"פ לומר קודם שיתחיל להתפלל ברכת ענט"י ואלהי נשמה וברכת התורה [דאל"ה דעת הפר"ח באלהי נשמה שלא יאמר אחר התפלה כי יצא בברכת מחיה המתים ועיין בסוף הסימן מה שכתבנו בזה ובבה"ת יש דיעות בזה בסימן מ"ז ס"ח אם לא למד מיד אחר התפלה עי"ש ונטילת ידים לא ניתקן רק קודם התפלה]:
(2) 'At the end of Pesukei DeZimra' — That is to say, after he places the tefillin on his head, the congregation should be standing at the end of Pesukei DeZimra. And see the Chayei Adam, who wrote that if one came late, he should at least see to say, before he begins to pray, the blessing of al netilas yadayim, Elokai Neshamah, and Birkas HaTorah. [For otherwise, it is the opinion of the Pri Chadash regarding Elokai Neshamah that one should not say it after the prayer, since he has already discharged it with the blessing 'Who revives the dead.' And see at the end of the siman what we wrote regarding this; and in the בה"ת there are differing opinions on this, in Siman 47, se'if 8, in the case where one did not study immediately after the prayer; see there. And the washing of the hands was instituted only before the prayer.]
ס״ק גאומר וכו'
(ג) אומר וכו' - כדי שיהיה יוכל להתפלל עם הצבור כי התפלה עם הצבור רצויה ומקובלת לפני הקב"ה:
(3) 'He says, etc.' — So that he will be able to pray together with the congregation. For prayer with the congregation is desirable and accepted before the Holy One, blessed be He.

(ד) יותר - ר"ל יותר מכדי שיעור האמירה מתהלה לדוד וכל הללויות עד כל הנשמה תהלל יה דהם קודמים מדינא לאמירת הודו שהם הם עיקר פסוקי דזמרה [מ"א והגר"א] וכתב המ"א עוד דאמירת ויברך דויד עד לשם תפארתך ג"כ קודם להודו לד' קראו אבל לא קודם הללויה:
(4) 'More' — That is to say, more than the amount of time needed to recite from Tehillah LeDavid (Ashrei) and all the Halleluyah psalms up to 'kol haneshamah tehallel Kah.' For by law these take precedence over the recitation of Hodu, since they are the very essence of Pesukei DeZimra. [Magen Avraham and the Vilna Gaon] The Magen Avraham further wrote that the recitation of Vayevarech David up to 'leshem tif'artecha' also takes precedence over Hodu laHashem kir'u, but it does not take precedence over the Halleluyah psalms.

(ה) עד והוא רחום - כתב הח"א בשבת ידלג המזמורים שמוסיפין בשבת מן למנצח עד יהי כבוד ויאמר כמו בחול כי הם תדירים ואם יש שהות יותר יאמר למנצח ולדוד בשנותו ותפלה למשה והם קודמים לשאר מזמורים [כדאיתא בזוהר] עוד כתב דבשבת מחוייב לומר נשמת והיא נקראת [בפסחים קי"ח] ברכת השיר ומוטב שידלג מזמורים ואם אין לו שהות כלל יאמר ברוך שאמר ותהלה לדוד ונשמת וישתבח עי"ש:
(5) 'Up to vehu rachum' — The Chayei Adam wrote: On Shabbos he should skip the psalms that are added on Shabbos, from Lamnatze'ach until Yehi Chevod, and say only what is said on a weekday, since those (weekday portions) are more frequent. And if there is more time, he should say Lamnatze'ach, and LeDavid beshanoso, and Tefillah LeMoshe, for these take precedence over the other psalms. [as is stated in the Zohar] He further wrote that on Shabbos one is obligated to say Nishmas, which is called (in Pesachim 118) the 'Blessing of Song.' It is better that he skip psalms; and if he has no time at all, he should say Baruch She'amar, Tehillah LeDavid (Ashrei), Nishmas, and Yishtabach; see there.
ס״ק ויקרא ק"ש
(ו) יקרא ק"ש - ובתשובת משכנות יעקב האריך בזה והוכיח דברכת ב"ש וישתבח תקנה קדומה היא מימי התנאים וע"כ מוטב להתפלל ביחידי משידלג לגמרי ברכת ב"ש וישתבח. אך אם לא יצטרך לדלג לגמרי שיוכל לאמר ב"ש ואשרי וישתבח בעת שהחזן מאריך המלות מיוצר והלאה לכו"ע יעשה כן דעיקר קפידא הוא שיתפלל תפילת י"ח עם הצבור בלחש אך פשוט דכ"ז הוא בתנאי דעי"ז לא יחסר מצות קריאת שמע כדין המבואר לקמן בסימן ס"א דלא דחינן מלקיים המצוה כתקונה בשביל תפלה בצבור:
(6) 'He reads the Shema' — In the responsa of the Mishkenos Yaakov he discusses this at length and proves that the blessings of Baruch She'amar and Yishtabach are an early enactment, from the days of the Tannaim. And therefore it is better to pray individually than to skip the blessings of Baruch She'amar and Yishtabach entirely. But if he will not need to skip entirely — that is, he is able to say Baruch She'amar, Ashrei, and Yishtabach while the chazzan draws out the words from the Yotzeir blessing onward — then according to all opinions he should do so. For the main concern is that he pray the Shemoneh Esrei together with the congregation in a whisper. But it is obvious that all this is on condition that through it he not lose the mitzvah of reciting the Shema, as per the law explained further on in Siman 61, that we do not set aside fulfilling the mitzvah in its proper manner for the sake of praying with the congregation.
ס״ק זויתפלל עמהם
(ז) ויתפלל עמהם - אבל אם לא יגיע לתפלת צבור ש"ע אפילו אם יתחיל ביוצר אור לא יתחיל כלל לכו"ע רק יתפלל כסדר בלא הצבור ולא יתפלל הש"ע לבד עם הצבור דסמיכת גאולה לתפלה בשחרית עדיף מתפלה בצבור [ב"י וד"מ בסי' רל"ו]:
(7) 'And he prays with them' — But if he will not reach the congregation's Shemoneh Esrei — even if he were to begin at Yotzeir Or — he should not begin at all; according to all opinions he should rather pray in order without the congregation, and not pray the Shemoneh Esrei by itself with the congregation. For joining redemption to prayer (semichas ge'ulah litfillah) in the morning takes precedence over praying with the congregation. [Beis Yosef and the Darchei Moshe in Siman 236]

(ח) אחריהם - דהיינו ב"ש וישתבח כי לא נתקנו לרוב הפוסקים כ"א קודם התפלה:
(8) 'After them' — That is, Baruch She'amar and Yishtabach. For according to most of the poskim they were instituted only before the prayer.

(9) 'And nevertheless he says' — That is to say, he is obligated to say them after the prayer if he did not say them before the prayer. And see earlier, in Siman 47, se'if 8, concerning Birkas HaTorah, and in the Mishnah Berurah there, in se'if katan 17, what we wrote in the name of the Eliyah Rabbah. And see the Pri Chadash, who wrote that also the blessing of Elokai Neshamah should not be said after the prayer, since he has already discharged it with the blessing 'Who revives the dead.' And see the Pri Megadim, who wrote that from the words of the Rema this does not appear to be so; and likewise the sefer Maamar Mordechai disagrees with him. And likewise the Sha'arei Teshuvah, in Siman 6, wrote that it stands to reason he has not discharged it; and so it also appears from the commentary of the Vilna Gaon on this siman; and see the Biur Halacha. Nevertheless, it is better at the outset to fulfill the obligation according to all opinions. That is, if he already began to pray and had forgotten beforehand the blessing of Elokai Neshamah, he should intend explicitly, during the blessing 'and You are faithful,' that he does not wish to discharge with it the blessing of Elokai Neshamah, and then, according to all opinions, he may recite it after the prayer; for although blessings do not require intention in order to fulfill an obligation, nevertheless, where one explicitly intends not to fulfill the obligation, it is valid (and the intention takes effect); see there further. [Pri Megadim] And see the Biur Halacha, where we wrote that if one forgot Birkas HaTorah and began the blessings of the Shema, he should intend explicitly, during the blessing Ahavah Rabbah, to discharge Birkas HaTorah, and he should see to study immediately after the prayer, and thereby he will have fulfilled his obligation according to all opinions.
ס״ק יכל הברכות
(י) כל הברכות - ועיין בספר מאמר מרדכי ובספר נהר שלום דזמן כל הברכות הוא כל היום בדיעבד וכן כתב בספר מעשה רב להגר"א ז"ל והוסיף שם עוד יותר דאפילו בלילה עד שעת השינה הוא חיובן אם שכח לאומרן קודם ונ"ל דאם חוטפתו שינה לכו"ע לא יכול תו לברך ברכת המעביר שינה [דוגמת בהמ"ז בסימן קפ"ד ס"ה עי"ש] ומ"מ לכתחלה צריך ליזהר שלא לאחר הברכות יותר מד' שעות על היום אך בדיעבד עכ"פ יכול לברך אותם עד חצות כי כן מוכח מהרבה אחרונים שלא הפסיד הברכות אחר ד' שעות והמקיל לסמוך בדיעבד על הגדולים הנ"ל ולברך אותם אחר חצות אין למחות בידו ועיין בבה"ל:
(10) 'All the blessings' — And see the sefer Maamar Mordechai and the sefer Nahar Shalom, that the time for all these blessings is the entire day, after the fact (bedi'avad). And so wrote the sefer Maaseh Rav of the Vilna Gaon, of blessed memory, and he added there even further that even at night, until the time of sleep, they remain obligatory if one forgot to say them earlier. And it appears to me that if sleep overtakes him, all agree that he can no longer recite the blessing 'Who removes sleep' (HaMa'avir sheinah). [Similar to Birkas HaMazon, in Siman 184, se'if 5; see there.] Nevertheless, at the outset one must take care not to delay the blessings more than four hours into the day. But after the fact, at least, he may recite them until midday, for so it is proven from many later authorities that one does not forfeit the blessings after four hours. And one who is lenient, relying after the fact on the great authorities mentioned above to recite them even after midday — one should not protest against him. And see the Biur Halacha.
