אאין לברך שום ברכה כשחולץ תפילין אפילו כשחולצם ע"ש בבין השמשות:

(1) "One should not recite any blessing": That is, this comes to exclude what is stated in the Gemara (Niddah 51b). (2) "During bein hashemashot (twilight)": That is, even though we maintain that Shabbat and Yom Tov are not a time for tefillin, and one who wishes to put them on then for the sake of the mitzvah transgresses the prohibition of "do not add" (bal tosif) to the mitzvos, nevertheless, since if he wears them without intending it as a mitzvah, there is no Torah prohibition in this, but only a Rabbinic one, on account of the decree lest he go out into the public domain (reshut ha-rabbim) while wearing them on Shabbat. And there are those who disagree even about this, as will be explained further on in Siman 31. Therefore no blessing is applicable to removing them at twilight.
