Night is not the time for the mitzvah of tzitzis. This is derived from the verse 'and you shall see it,' from which night is excluded — since it is a time when one cannot see. According to the Rambam, [the exemption follows the time it is worn, not the garment:] whatever one wears at night is exempt from tzitzis, even if the garment is designated for daytime wear; and whatever one wears during the day is obligated in tzitzis, even if the garment is designated for nighttime wear. But according to the Rosh, [the exemption follows the garment, not the time:] a garment designated for night is exempt even if he wears it during the day, and a garment designated for day, or for both day and night, is obligated even if he wears it at night. The Rema adds: Since in a case of doubt regarding blessings we rule leniently and do not recite the blessing, therefore one should not recite the blessing on it unless he wears it by day and it is also designated for day — thereby satisfying both the Rambam and the Rosh (Hagahos Maimoni). And once one has prayed the evening Maariv service, even though it is still daytime, one should not recite the blessing on it (Piskei Mahara"i, siman 121). But on the night of Yom Kippur, one should wrap himself in the tallis while it is still day and recite the blessing on it (Tashbetz).

(א) להרמב"ם וכו' - ומ"מ מותר לצאת לר"ה בליל שבת בטלית עם הציצית ולא הוי משוי שהם נוי הבגד ותכשיטיה:
According to the Rambam, etc. — Nevertheless, it is permitted to go out into a public domain (reshus harabim) on Shabbos night wearing a tallis with its tzitzis, and [the tzitzis] are not considered a burden [that would violate carrying on Shabbos], because they are an adornment of the garment and its ornament, [and thus are treated as part of the garment itself].

(ב) להקל - היינו דוקא לענין ברכה אבל אסור ללבוש כסות של לילה ביום בלא ציצית וכן כסות של יום בלילה משום ספק. ומ"מ נראה דהש"ץ הלובש טלית בלילה א"צ לבדוק הציצית דבכגון זה בודאי נוכל לסמוך על חזקתן שמכבר:
We are lenient — This applies specifically to the blessing [which we withhold in cases of doubt]; but it is forbidden to wear a nighttime garment during the day without tzitzis, and likewise a daytime garment at night without tzitzis, because of the doubt [as to which opinion is correct]. Nevertheless, it appears that a chazzan (shliach tzibbur) who wears a tallis at night need not inspect the tzitzis beforehand, for in such a case we may certainly rely on their presumed valid status (chazakah) from before.

Also for day — That is to say, it is designated also for day, [in addition to night]; the blessing may be recited even if the garment is also designated for night, [as long as it serves for day too], and all the more so if it is designated for day alone.

(ד) תפילת ערבית - ובתענית צבור כשלובשין טלית במנחה יסיר את הטלית כשיגיע לברכו מאחר דעכשיו אין לובשין הטלית אלא למצות ציצית אם יהיה עליו יראה כאילו סובר דלילה זמן ציצית הוא. ומ"מ הש"ץ לפני העמוד אם אין הולך במלבוש העליון שאין כבוד הצבור בכך פשיטא דלא יסיר הטלית מעליו:
The evening service (Maariv) — On a public fast day, when they wear a tallis at Minchah [in the afternoon], one should remove the tallis when he reaches Barchu [the start of the evening service], since at this hour one wears the tallis only for the sake of the mitzvah of tzitzis; were it to remain on him, it would appear as though he holds that night is [also] a time for tzitzis. Nevertheless, the chazzan at the amud — if he does not otherwise go about in his outer garment [without the tallis], since that would not be respectful to the congregation — it is obvious that he should not remove the tallis from himself.

(ה) ובליל יו"כ - וכל העובר לפני התיבה צריך להתעטף. ובל"ח כתב דאף האומר קדיש יתום לפני התיבה יתעטף מפני כבוד הצבור ואין מברך עליו:
And on the night of Yom Kippur — Anyone who passes before the ark [to lead the prayers] must wrap himself in a tallis. And the ל"ח wrote that even one who recites the Mourner's Kaddish (Kaddish Yasom) before the ark should wrap himself out of respect for the congregation, but he does not recite the blessing over it.

(ו) יתעטף - להדמות למלאכים שמעוטפים לבנים ולכך לא יסירו בלילה עד אחר תפילת ערבית של מוצאי יוה"כ:
He should wrap himself — in order to resemble the angels, who are wrapped in white; and for this reason they do not remove it [through the night] until after the Maariv prayer at the conclusion of Yom Kippur.

(ז) בעוד יום - אבל אם איחר להתעטף עד לילה שוב לא יברך דשמא הלכה כהרמב"ם ומשמע מדברי המ"א בסק"ד דאפילו בין השמשות מותר לברך עד צה"כ וטעמו דהלא בציצית לא כתיב יום רק וראיתם אותו משמע כל זמן שנוכל לראות וכן פסק בעל דרך החיים ובספר מטה אפרים ראיתי שמחמיר בזה. אך אם זה גופא הוא מסתפק אם כבר הגיע בין השמשות נראה דבודאי יוכל לברך דבלא"ה דעת התוספות והרא"ש דכסות יום חייב בלילה והגר"א בביאוריו מצדד ג"כ לשיטה זו עי"ש:
While it is still day — But if he delayed wrapping himself until night, he may no longer recite the blessing, for perhaps the halacha follows the Rambam [that a garment worn at night is exempt]. And it is implied from the words of the Magen Avraham in se'if katan 4 that even during bein hashemashos (twilight) one may recite the blessing, up until nightfall (tzeis hakochavim), his reasoning being that regarding tzitzis the word 'day' is not written, only 'and you shall see it,' which implies any time that we are able to see it. And so ruled the author of the Derech HaChaim. But in the sefer Mateh Efraim I saw that he is stringent about this [not to bless once twilight has begun]. However, if he himself is in doubt as to whether twilight has already arrived [and it may still be full day], it appears that he may certainly recite the blessing, for in any event it is the opinion of Tosafos and the Rosh that a daytime garment is obligated in tzitzis even at night, and the Vilna Gaon in his commentary (Biurei HaGra) also inclines to this approach; see there.
סדינים אע"פ שאדם ישן בהם בבקר אין מטילים חבהם ציצית:
Bed-sheets — even though a person sometimes sleeps in them into the morning, [thus wearing them during daytime hours] — one does not attach tzitzis to them, [since they are primarily a nighttime covering].

(ח) בהם ציצית - מפני שעיקר תשמישן בלילה וכסות לילה מיקרי אך לפ"ז לא היה פטור רק להרא"ש אבל להרמב"ם דכסות לילה חייב ביום חייב וי"א עוד טעם לפטור משום דלא חייבה התורה רק דרך מלבוש או דרך עיטוף לא דרך העלאה בעלמא ויש חולקין וס"ל דאפילו אם יציע תחתיו בגד של ד' כנפות חייב בציצית וכ"ש דרך העלאה ע"כ הכריע המ"א דיעשה קרן אחת עגולה ויצא אליבא דכו"ע. אכן משמע מדבריו דאין להחמיר בזה רק בסדין של צמר אבל לא בשל פשתן או שאר מינים ועיין הטעם בפמ"ג:
Tzitzis on them — Because their primary use is at night, they are termed a 'nighttime garment.' However, according to this [reasoning] they would be exempt only according to the Rosh; but according to the Rambam — who holds that a nighttime garment is obligated when worn by day — [sleeping in them by day] would be obligated. And some give an additional reason for the exemption: that the Torah obligated tzitzis only when [the garment is worn] in the manner of clothing or in the manner of wrapping, not when merely spread over oneself [as a sheet]. But others disagree and hold that even if one spreads a four-cornered garment beneath himself it is obligated in tzitzis, and all the more so [when used] in the manner of covering. Therefore the Magen Avraham decided that one should round off one corner [so it is no longer a true four-cornered garment], thereby fulfilling the requirement according to all opinions. However, it is implied from his words that one need be stringent about this only with a woolen sheet, but not with one of linen or other materials. And see the reason [for this distinction] in the Pri Megadim.
מאימתי מברך על הציצית בשחר טמשיכיר בין תכלת שבה ללבן שבה: ואם לובשו מעלות השחר ואילך י"א דמברך עליו יוכן נוהגין [מרדכי פ"ב דמגילה] ואם לבשו קודם לכן כגון בסליחות לא יברך עליו וכשיאיר היום יאימשמש בו ויברך [תשב"ץ]:
From when in the morning may one recite the blessing over tzitzis? From the point when there is enough light that he can distinguish between the blue (techeiles) thread in it and the white thread in it. And if he puts it on from dawn (alos hashachar) onward, some say that he may recite the blessing over it, and so is the custom (Mordechai, chapter 2 of Megillah). But if he put it on before that, such as during Selichos [recited before dawn], he should not recite the blessing over it; and when day breaks he should handle it [take hold of the tzitzis] and then recite the blessing (Tashbetz).

(ט) משיכיר וכו' - והוא הזמן דמשיראה את חבירו הרגיל עמו קצת ברחוק ד' אמות ויכירנו המוזכר לקמן בסימן נ"ח לגבי ק"ש [ב"י בסי' נ"ח בשם הרא"ש דחד שיעורא הוא עי"ש ובביאור הגר"א בענינינו]:
From when he can distinguish, etc. — This is the time when he can see a friend with whom he is somewhat familiar, at a distance of four amos, and recognize him, which is mentioned later in siman 58 regarding the recitation of Shema (Krias Shema). (Beis Yosef in siman 58, in the name of the Rosh, that it is one and the same measure; see there, and in the Biur HaGra on our subject here.)
ס״ק יוכן נוהגין
(י) וכן נוהגין - עיין בביאור הגר"א שפסק כדעת השו"ע ובפמ"ג כתב אם השעה דחוקה המיקל להניח מע"ה ואילך אין גוערין בו ועכ"פ לכתחלה בודאי נכון מאד להמתין מלברך עד שיכיר בין תכלת ללבן וכן נראה דעת הא"ר. ובדיעבד נראה דאפי' אם בירך קודם עמוד השחר לא יחזור ויברך דשמא הלכה כהרא"ש דכסות יום בלילה חייב:
And so is the custom — See the Biur HaGra, who ruled in accordance with the opinion of the Shulchan Aruch [that one blesses only from when he can distinguish blue from white]. And the Pri Megadim wrote that if the hour is pressing, one who is lenient to put it on from dawn (me'alos hashachar) onward is not to be rebuked. In any case, at the outset (lechatchilah) it is certainly very proper to wait to recite the blessing until he can distinguish between blue and white, and so appears to be the opinion of the Eliyah Rabbah. And after the fact (bedieved), it appears that even if he recited the blessing before dawn, he does not repeat the blessing, for perhaps the halacha follows the Rosh, that a daytime garment is obligated in tzitzis even at night.

(יא) ימשמש בו - ר"ל בציציותיו:
He should handle it — That is to say, he takes hold of its tzitzis threads.
